Sep 25, 2025

The Senator secured federal funding to help support the project

SHELBURNE, VT U.S. Senator Peter Welch (D-Vt.) celebrated the ribbon cutting of new, affordable housing in Shelburne. The new Bay Ridge neighborhood, developed by Champlain Housing Trust and Evernorth, includes 68 affordable apartments and 26 new affordable condominiums. He was joined by the Champlain Housing Trust, federal, state and local leaders, and Vermonters.

Senator Welch and Representative Balint nominated and secured $6 million in federal funds for the project through the Congressionally Directed Spending (CDS) process.

“When Vermont’s communities, local leaders, and our government work together, great things are possible. The Champlain Housing Trust’s Bay Ridge project, which combines state and federal resources to create affordable housing in Shelburne, is a perfect example. This project is an important step towards addressing the state’s affordable housing crisis and will help more Vermonters access housing. I’m proud to have helped secure federal funds for this project which will be an asset to Vermonters for decades and help ensure that homes remain affordable,” said Senator Welch.

From the $5 million in federal funds secured by Senator Welch for the project, $4.15 million was used to help build apartments, and $850,000 was used to help build Shared Equity Condominiums. U.S. Representative Becca Balint (VT-At-Large) also secured federal funds for the project, providing an additional $1 million to help build Shared Equity Condominiums.

Senator Welch was joined by Representative Balint; Vermont State Senator Kesha Ram Hinsdale, Champlain Housing Trust Executive Director Michael Monte; Evernorth President Nancy Owens; Shelburne Selectboard Chair Michael Ashooh; Vermont Housing Finance Agency CFO Chris Flannery; and Vermont Housing & Conservation Board Executive Director Gus Seelig.

Last year, Senator Welch secured $42.34 million in federal investments to support 19 projects that will improve local infrastructure and accessibility, bolster economic revitalization, preserve community landmarks, and build more affordable housing in Vermont. Project recipients were nominated by Senator Welch through the FY24 CDS process.
