Welch Applauds Senate Passage of Bipartisan Legislation to Repeal Trump’s Global Tariffs, Calls on House to Take Up Final Passage

Bill to reverse Trump’s price-hiking global tariffs passed the Senate with bipartisan support  

WASHINGTON, D.C. – Today, U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, joined Ranking Member Ron Wyden (D-Ore.), Senate Minority Leader Chuck Schumer (D-N.Y.) and Sens. Rand Paul (R-Ky.), Tim Kaine (D-Va.), Jeanne Shaheen (D-N.H.), and Elizabeth Warren (D-Mass.) in applauding the Senate’s passage of their bipartisan legislation to repeal Donald Trump’s global tariffs. The measure passed on a 51-47 vote this afternoon. The Senators introduced a similar measure in April, which narrowly failed. The resolution, along with the similar resolutions to repeal the tariffs on products Americans buy from Canada and Brazil, next heads to the House. 

“The Senate’s passage of our bipartisan resolution makes it crystal clear: we will not continue to sit by and relinquish our authority on trade policy while the President’s trade war throws families into financial crisis. Trump’s tariffs have been especially brutal for Vermont’s economy, farmers, and businesses–and the same is true for folks in red and blue states across the country,” said Senator Welch. “I applaud my colleagues who crossed the aisle to help us pass this vital legislation to reassert the Senate’s constitutional authority on what tariff policy should be in this country. The House must urgently take up and pass this legislation to prevent President Trump’s reckless tariffs from ruining more lives and livelihoods.” 

“For the third day in a row, bipartisan senators have made it clear that it’s time to put a stake in the heart of Donald Trump’s job-killing trade taxes,” said Senator Wyden. “These three Senate-passed bills are now pending in the House, where Speaker Johnson has done everything in his power to ensure they won’t get a vote. Every time Americans pay more for their TV, groceries or car payment they’re going to know it’s because House Republicans were too afraid to vote to protect them. I’ll continue working with my colleagues to give Republicans opportunities to put their constituents ahead of blind loyalty to Donald Trump.” 

“This week, the Senate sent a strong message to the administration: Trump’s erratic tariffs and irrational trade war is an illegal tax driving up costs on the American people,” said Leader Schumer. “Congressional authority must be reasserted over trade. The livelihood of the American people and small businesses are at stake. I urge the House to drop their fealty to Trump, stand up for the American people, and pass the repeal of these damaging global tariffs.”

“President Trump’s broad-based global tariffs are making prices go up for Virginia families and creating uncertainty that hurts our businesses,” said Senator Kaine. “With the holidays right around the corner, the harm created by these new taxes are only going to get worse. I’m glad the Senate fulfilled its constitutional duty to weigh in on matters of taxation by voting to undo these disastrous tariffs. If the House fails to take up this legislation, it will show that Republicans are fine with punishing American families and businesses with higher prices, fewer jobs and slower growth.” 

“It is past time to end this so-called ‘national emergency’ that has increased prices for families and businesses alike through an unprecedented tariff tax on Americans,” said Senator Shaheen. “The President does not have the authority to unilaterally hike taxes on Americans, throw our trade system and manufacturers into disarray and raise prices on household goods.” 

In the wake of Trump’s global tariffs declaration, costs have increased, manufacturers have laid off thousands of workers and halted domestic investments, and foreign countries have sharply cut purchases of American agricultural exports. 

This bipartisan measure would terminate the emergency that President Trump declared. It now moves to the House of Representatives to become legally binding.
